【摘要】:ThisguideestablishesaminimumstandardfortrainingRopeRescuersasitrelatestotheirgeneral,field,androperescuespecificknowledgeandskills.ApersontrainedtothisguideisanendorsedLevelIRopeRescuer(LRT-R1Rescuer).EverypersonwhoisidentifiedasanendorsedLRT-R1Rescuershallhavemettherequirementsofthisguide.Thisguideisonlythefirstleveloftrainingforroperescuepersonneland,inconjunctionwithGuideF2209,onlyestablishestheminimumknowledgeandskillsrequiredforapersontoperformbasicroperescueofasubject.Nootheradvancedskillsareincludedorimplied.Inadditiontomeetingtherequirementsofthisguide,anLRT-R1Rescuershallalsobeadequatelytrainedintheenvironmentinwhichheisexpectedtowork(i.e.,wilderness,urban,etc.)NothinginthisguideprecludesanAHJfromaddingadditionalrequirementsforitsownmembers.EndorsementtoLevelIRopeRescue(LRT-R1Rescuer)isnotanindicationthatpersonnelpossessadequatefieldskillsorknowledgetomakemission-criticaldecisions.Thesepersonnelarequalifiedtoworkprimarilyinterrainwithlimitedexposureandhazardpotential.Thisguidebyitselfisnotacompletetrainingdocument.ItisonlyanoutlineofthetopicsrequiredfortrainingorevaluatinganendorsedLRT-R1Rescuer.Itmay,however,beusedinthedevelopmentof,oraspartof,acompletetrainingdocumentorprogram.ThisguidedoesnotstandaloneandmustbeusedwiththereferenceddocumentstoprovidethespecificinformationneededbyanendorsedLRT-R1RescuerorAHJ.Thoughthisguideestablishesonlyminimumstandards,itdoesnotimplythatanendorsedLRT-R1Rescuerisax201C;trainee,x201D;x201C;probationary,x201D;orothersimilartermmemberofanAHJ.ItisuptotheAHJtodeterminetherequirementsandqualificationsformemberratings.BecausetechnicalroperescueisinherentlydangerousandRopeRescuersarefrequentlyrequiredtoperformrigorousactivitiesinadverseconditions,regional,andnationalsafetystandardsshallbeincludedinagencypoliciesandprocedures.RopeRescuersshallcompleteallactivitiesinthesafestpossiblemannerandshallfollownational,federal,state,provincial,andlocalsafetystandardsastheyapplytotheRopeRescuer.ThisguidecanbeusedtoevaluateadocumenttodetermineifitscontentmeetsthenecessarytopicsfortraininganendorsedLRT-R1Rescuer.Likewise,theguidecanbeusedtoevaluateanexistingtrainingprogramtoseeifitmeetstherequirementsofthisguide.Theknowledgeandskillsrequirementsinthefollowingsectionsarenotpresentedinanyparticularorderanddonotrepresentatrainingsequence.Exceptwhereaphysicalskillneedstobeshown,itisuptotheAHJtodeterminethebestwaytoevaluateaperson''sknowledge.Thismaybebywrittenexam,oralexam,demonstration,orbysomecombinationofthethree.1.1Thisguideisintendedtobeusedinconjunctionwith,andasanadd-onto,GuideF2751(orequivalentforotherenvironments),toaddressspecificskillsrequiredforarescuerwhoparticipatesinroperescueaspartofalargerrescueduty.1.1.1Specifically,aRopeRescueEndorsementisintendedtoprovideguidancewherebyanendorsedrescuer(underqualifiedsupervision)mayassistandsupportbasicroperescuefunctions,includingpatientpackaging,litterrigging,andbasicroperiggingfunctions,inconjunctionwithotherrescueduties.1.1.2ThisguideestablishestheminimumtrainingstandardforanendorsedLevelIRopeRescuerasrelatedtogeneral,f......
