【摘要】:ThisStandardestablishesrequirementsforaLevel1PRAofinternalandexternalhazardsforallplantoperatingmodes(lowpowerandshutdownmodeswillbeincludedatafuturedate).Inaddition,thisStandardestablishesrequirementsforalimitedLevel2PRAsufficienttoevaluatelargeearlyreleasefrequency(LERF).Theonlyhazardsexplicitlyexcludedfromthescopeareaccidentsresultingfrompurposefulhuman-inducedsecuritythreats(e.g.,sabotage).ThisStandardappliestoPRAsusedtosupportapplicationsofrisk-informeddecision-makingrelatedtodesign,licensing,procurement,construction,operation,andmaintenance.Theserequirementsarewrittenforoperatingpowerplants.Theymaybeusedforplantsunderdesignorconstruction,foradvancedLWRs,orforotherreactordesigns,butrevisedoradditionalrequirementsmaybeneeded.ThisversionofthePRAStandardprovidesspecificrequirementsforthefollowinghazardgroups:(a)InternalEvents(Part2)(b)InternalFloods(Part3)(c)InternalFires(Part4)(d)SeismicEvents(Part5)(e)HighWinds(Part7)(f)ExternalFloods(Part8)TechnicalrequirementsforPRAsofotherexternalhazardsthatmayberelevantonaplant-specificbasisorforspecificapplicationsareprovidedinPart9.InadditiontoprovidingtechnicalrequirementsfordetailedPRAsofthesehazards,thisStandardprovidesrequirementsforscreeningandconservativeanalysesofexternalhazards(Part6),andtechnicalrequirementsforseismicmarginanalysisareprovidedinPart10.ManyofthetechnicalrequirementsinPart2arefundamentalrequirementsforperformingaPRAforanyhazardgroup,andarethereforerelevanttoParts3through9ofthisStandard.TheyareincorporatedbyreferenceinthoserequirementsthataddressthedevelopmentoftheplantresponsetothedamagestatescreatedbythehazardgroupsaddressedinParts3through9.TheirspecificallocationtoPart2ispartiallyahistoricalartifactofthewaythisPRAStandardwasdeveloped,withtheat-powerinternalevents(includinginternalfloods)requirementsbeingdevelopedfirst,andthoseoftheremaininghazardgroupsbeingdevelopedlater.However,itisalsoareflectionofthefactthatafundamentalunderstandingoftheplantresponsetoareasonablycompletesetofinitiatingevents(asdefinedin1-2.2)providesthefoundationformodelingtheimpactofvarioushazardsontheplant.Hence,eventhoughPart2isgivenatitleassociatedwiththeinternaleventshazardgroupitisunderstoodthattherequirementsinthisPartareapplicabletoallthehazardgroupswithinthescopeofthePRA.
