【摘要】:1.1Thisconsumersafetyspecificationcoversallflame-producingconsumerproductscommonlyknownascigarettelighters,pipelighters,andcigarlightersandsuchsimilardevicesasdefinedin3.1.7.Matchesarespecificallyexcludedfromthissafetyspecification;flame-producingproductsintendedsolelyforignitingapparatusotherthancigars,pipes,andcigarettesarealsospecificallyexcludedfromthissafetyspecification.Lightersarespecificallynotintendedforuseasacandle,flashlight,orforotherusesrequiringanextendedburntime.1.2Thisspecificationestablishesrequirementsforlighterstoensureareasonabledegreeofsafetyfornormaluseorreasonablyforeseeablemisuseofsuchlightersbyusers.1.3Lighters,beingflame-producingdevices,can,asdoallflamesources,presentapotentialhazardtotheconsumer.Thisspecificationcannoteliminateallhazards,butisintendedtominimizepotentialhazardsoflighterstousers.1.4ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.5Disposableandnoveltylightersasdefinedat16CFRPart1210aresubjecttothemandatorychildresistancestandardfoundtherein.1.6Thefollowingprecautionarycaveatpertainsonlytothetestmethodsportion,Section8,ofthisspecification:Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
