【摘要】:Withinitsareaofexclusivejurisdiction,eachRAistheauthoritativedatasource(ADS)forcoalminingspatialdatathatitcreatesandusestoimplementSMCRA.Thesestandardswillhelpensureuniformityofcoalmininggeospatialdatausedininternalbusinesspractices,exchangedamongbusinesspartnerswithinthecoalminingcommunity,andcontributedbyeachADSinfutureeffortstocreatenationaldatasetsdescribingcoalminingoperationsintheUnitedStates.ThisgeospatialdatastandardwillhelpwiththeuniformityofdatacontributedbyeachRAandassistorganizationsineffortstocreate,utilize,andsharegeospatialdatarelativetotheSMCRA.Useofthisstandardwillresultinorganizedandaccessibledatatosupportprogrammaticdecisionsandworkplandevelopment,increasedawarenessofthepermittedcoalminingoperationsthroughouttheUnitedStatesandbettercommunicationbetweentheRA,othergovernmentalentities,thepublic,andindustry.Coalmininggeospatialpostmininglandusedatashallbeobtainedfromstate,tribal,orfederalregulatoryauthoritiesforeachSCMO.Thecoalminingcommunityencompassesallentitiesdirectlyandindirectlyaffectedbycoalminingactivities,includingindustry,environmentalgroups,thegeneralpublic,andthegovernmentatalllevelswithintheUnitedStates.UseofthisstandardwillhelpcreateconsistentmapsandincreaseunderstandingofSCMOsitesthroughouttheUnitedStates.Thisstandardpromotesthecreationofwellorganizedandeasilyaccessiblesurfacecoalminingdata,anditwillfacilitatebettercommunicationbetweenstateandfederaloffices,thepublic,industry,andenvironmentalgroups.Withinitsareaofexclusivejurisdiction,eachRAistheADSforcoalminingspatialdatathatitcreatesandusestoregulateminingactivity.ThisgeospatialdatastandardwillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsineffortstocreate,utilize,andsharegeospatialdatarelativetoSMCRAanditwillleadtobettercommunicationbetweenstate,tribal,andfederalregulatoryoffices,thepublic,andindustry.Theappropriatepostmininglanduseforlandthathasbeenpreviouslyminedandnotreclaimedshallbedeterminedonthebasisofthelandusethatexistedpriortoanymining.Ifthelandcannotbereclaimedtoitspremininglanduse,theappropriatepostmininglanduseshallbedocumentedonthebasisofthehighestandbestusethatcanbeachievedandwhichiscompatiblewithsurroundingundisturbedareas.Federalregulationsdonotprovideexplicitlyforcompilationofstandardizedlandusedatabasesthatwouldfacilitatemonitoringandanalysisofminingactivityatregionalornationallevels.Thisstandardisinresponsetoaneedforanationaldatabasewhichcanserveasastartingpointforinquiresandanalysisrelatedtothelocationsofpostmininglanduses.Withinitsareaofexclusivejurisdiction,eachRAistheADSforcoalminingandreclamationspatialdatathatitcreatesandusestoregulateminingactivity.Thesestandardswillhelpensureuniformityofcoalmininggeospatialdatausedininternalbusinesspractices,exchangedamongbusinesspartnerswithinthecoalminingcommunity,andcontributedbyeachADSinfutureeffortstocreatenationaldatasetsdescribingsurfacecoalminingintheUnitedStates.ParticipationinthecompilationofspatialdataisnotuniformacrossRAs,whichmayaffectcompleteness,bothintermsofspatialdata,andassociatedattributes.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromANSIINCITS320-1998(R2003)andFGDCProject1574-D.1.1Thispracticede......
