【摘要】:1.1Thispracticecoversandprovidesguidanceforthematerialrecoveryofscraptiresfortheirfuelvalue.Theconversionofawholescraptireintoachippedformedforuseasafuelproducesaproductcalledtire-derivedfuel(TDF).Thisrecoverypracticehasmovedfromapioneeringconceptintheearly1980stoaprovenandcontinuoususeintheUnitedStateswithindustrialandutilityapplications.1.2Combustionunitsengineeredtousesolidfuels,suchascoalorwoodorboth,arefairlynumerousthroughouttheU.S.ManyoftheseunitsarenowusingTDFeventhoughtheywerenotspecificallydesignedtoburnTDF.ItisclearthatTDFhascombustioncharacteristicssimilartoothercarbon-basedsolidfuels.Similaritiesledtopragmatictestinginexistingcombustionunits.SuccessfultestingledtosubsequentacceptanceofTDFasasupplementalfuelwhenblendedwithconventionalfuelsinexistingcombustiondevices.ChangesrequiredtomodifyappropriateexistingcombustionunitstoaccommodateTDFrangefromnonetorelativelyminor.Theissuesofproperapplicationsandspecificationsarecriticaltosuccessfulutilizationofthisalternativeenergyresource.1.3ThispracticeexplainsTDF''susewhenblendedandcombustedundernormaloperatingconditionswithoriginallyspecifiedfuels.Wholetirecombustionforenergyrecoveryisnotdiscussedhereinsincewholetireusagedoesnotrequiretireprocessingtoadefinedfuelspecification.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
